CONTEST RULES PROPOSAL 15 day waiting period instead of 30 for regular members (30 for instructors and downward transfers) Part VII. BAND CONTEST RULES, section 3(h) 2nd paragraph and section 3(h)i: EXISTING TEXT: No person shall be allowed to play with a band in a contest who has not for thirty (30) days immediately preceding the contest date been a registered member of that band. i) Period of Registration: The registration of all band members shall terminate at 11:59 pm on 31st December and the new registration period shall become operative on 1st January. Registration of new members not currently registered with a band shall be furnished to the Band Registrar at any time, but must be postmarked or be electronically time-stamped not less than thirty days (30) prior to the contest in which that new member will compete with the band. PROPOSED TEXT: No general member shall be allowed to play with a band in a contest who has not for fifteen (15) days immediately preceding the contest date been a registered member of that band.    No registered instructor shall be allowed to play with a band in a contest who has not for thirty (30) days immediately preceding the contest date been a registered member of that band. i) Period of Registration: The registration of all band members shall terminate at 11:59 pm on 31st December and the new registration period shall become operative on 1st January. Registered instructors must be registered not less than thirty (30) days prior to the contest in which the instructor will compete with the band.  RATIONALE: Change the transfer timeline to 15 days. Why 15? If a contest falls on a Saturday and Sunday, if a person transfers after the weekend, they would be eligible to compete in a contest that falls two full weeks after the previous one -- Example - Highland Festival A falls on the weekend of the 19th-20th of May. A person who plays at the Festival could be transferred the next day to another band. They would be eligible to compete in Big Games B that falls on June 8-9.
